Mission Statement

"We, the employees of the Wastewater Division, will provide our customers, the citizens of Lompoc, Vandenberg Air Force Base and Vandenberg Village Community Services District, with safe efficient and reliable transportation and treatment of the community's wastewater. We shall meet or exceed all regulations by utilizing "state of the art" procedures and technologies. We will accomplish this in a work environment that promotes teamwork and professionalism."

The Wastewater Treatment Plant was constructed in the mid-1970’s. Currently, the Plant can treat up to 5.0 million gallons of wastewater per day (MGD). Current treatment is provided through screening, primary clarification, biofiltration, aeration, secondary clarification and disinfection. The solids handling processes include facilities for screenings removal and handling, primary sludge handling, secondary sludge handling, co-thickening of primary and secondary sludges, anaerobic digestion, sludge lagoons, sludge drying and sludge storage.

The Wastewater Treatment Plant upgrade objectives are to:

  • More reliably meet stringent effluent quality requirements imposed in the National Pollution Discharge Elimination System (NPDES);
  • improve the consistency of effluent quality;
  • perform the required improvements to existing facilities;
  • provide state-of-the art instrumentation and control systems; and
  • provide redundancy for some existing facilities.

To meet the Plant upgrade objectives, the Plant upgrade will include:

  • new headworks facilities downstream of the existing screens including influent pumping, flow metering, a Vactor truck unloading station, a grit removal tank, and peak wet weather flow (PWWF) equalization;
  • new secondary treatment facilities including an oxidation ditch process, secondary clarifiers, and RAS/WAS pumping;
  • facilities consisting of secondary effluent flow equalization utilizing the existing aeration tanks;
  • new tertiary cloth-media filters and waste backwash water handling;
  • new UV disinfection facility with effluent pumping and disposal replacing existing chemical treatment facilities;
  • solids handling facilities including new dissolved air flotation tanks for thickening biological solids, and upgrading the sludge lagoons, biosolids drying beds;
  • new electrical power distribution, instrumentation and control facilities; and
  • miscellaneous support facilities and miscellaneous improvements to existing facilities.
